BIDDEFORD—On September 28, 2025, at approximately 8:30 p.m., the Maine State Police received a call from the Portland Police Department regarding a complaint they had received from a truck driver, who believed he may have struck a pedestrian on the Maine Turnpike.
Michael Kilmer, 68, of West Virginia, initially thought he had hit a deer northbound near mile 32 in Biddeford. After reviewing his in-truck camera, Kilmer contacted local police to report that he had struck a pedestrian who was running across the turnpike.
Troopers narrowed down the exact location where the man was struck and directed rescue to the area.
Troopers located the man, identified as Jared Felling, 39, of Ellsworth, seriously injured, in the tall marshy area just before the exit.
Felling suffered serious injuries to his legs and head and was in the early stages of hypothermia. Troopers provided aid until Kennebunk Fire Rescue arrived, and transported Felling to Maine Medical Center in Portland, where his injuries, though serious, were considered non-life-threatening.
Investigating troopers uncovered that Felling had a history of criminal activities, having recently been caught stealing from vehicles off the Biddeford exit. He was allegedly actively fleeing Biddeford Police when he decided to cross the turnpike to evade them.
Additionally, investigators determined that Felling removed his court-ordered ankle monitor earlier in the day in Ellsworth, and the Waldo County Sheriff’s Office had issued a temporary arrest warrant for Felling for violation of conditions of release.
On May 16, 2024, Felling, of Michigan (at the time of this arrest), was found to be in violation of failing to register as a sex offender. Felling was arrested by Officer Troy Stanwood while Officer Stanwood was conducting an unrelated investigation in Bar Harbor. At the time of his arrest in May 2024, Felling was transported to the Hancock County Jail.

Fire Marshal’s Office Executes Search Warrant in Pittston Related to Ongoing Investigation into Suspicious Device Located During Traffic Stop in Newcastle
NEWCASTLE/PITTSTON—Shortly after midnight on Monday, September 22, 2025, deputies from the Lincoln County Sheriff’s Office conducted a traffic stop on Main Street in Newcastle in response to a traffic violation. The operator of the vehicle was arrested at the scene and transported to the Lincoln County Jail on an outstanding arrest warrant.
During a subsequent search of the vehicle, deputies discovered material that appeared to resemble an explosive device in the vehicle. Out of an abundance of caution, the Maine State Police Bomb Team and the Office of State Fire Marshal were called to the scene to examine the item in question.
The device was secured and removed for further evaluation to include a laboratory analysis. Given the nature of the evidence found at the scene, the Office of State Fire Marshal has assumed the role of lead investigative agency.
On Wednesday, September 24, 2025, the Office of State Fire Marshal executed an arrest warrant at 158 Wiscasset Road in Pittston in connection with the ongoing investigation that began in Newcastle on Monday, September 22, 2025.
At approximately 11:40 a.m., the Maine State Police Tactical Team responded to the scene to assist the Fire Marshal’s Office in executing the warrant, given the high-risk nature of the situation. As a result, 43-year-old Nicholas Presby of Augusta, was arrested without incident. Presby, who was an occupant in the vehicle stopped Monday by the Lincoln County Sheriff’s Office, was present at the Pittson residence but does not live there. He is currently in the custody of the Fire Marshal’s Office and will be charged with one count of criminal use of explosives, class C.
A significant law enforcement presence remained in the Pittston/Randolph area as the investigation continued. Route 27 (Dresden Road) remained closed at this time. The Fire Marshal’s Office has requested the assistance of the Maine State Police Bomb Team in executing the search warrant of the residence.
Out of an abundance of caution, the Pittston-Randolph Consolidated School was requested to go into lockdown during the execution of the warrant. That lockdown was lifted after the warrant execution was complete. Kennebec County Sheriff Deputies and State Fire Marshal Investigators remained at the school during the operation.
Officials are confident there is no current threat to the public. Agencies assisting in the investigation included the Maine State Police Tactical Team, Maine State Police Bomb Team, Kennebec County Sheriff’s Office, Gardiner Fire & Rescue, Lincoln County Sheriff’s Office, FBI, and ATF.

Three-vehicle Crash Snarls Traffic Along I-295
FALMOUTH—At approximately 4:30 p.m., a three-vehicle crash occurred on I-295 near Exit 10 in Falmouth. A Subaru sedan, operated by Emily Paskewicz, of Southport, did not see the heavy traffic stopped ahead and struck an Audi sedan, operated by Daniel Antolovich, of Storrs, Connecticut. The initial impact pushed the Audi into a pickup truck, driven by Chad Greelee, of Richmond.
After the impact, Ms. Paskewicz’s car became disabled in the middle of the passing lane, and the Subaru caught fire. All occupants were able to exit the Subaru with no reported injuries. Falmouth Fire Department responded and was able to extinguish the fire quickly. Troopers, along with fire and tow recovery crews, worked quickly to clear the roadway, but due to heavy traffic, I-295 was slowed to a crawl for over an hour before being restored.
